State Duma committee approves amendment to bill on START ratification

Russian Nuclear Missile on Mobile Launcher Near WoodsMOSCOW. Jan 12 (Interfax) - The Russian State Duma's International Affairs Committee approved in a closed-door second reading on Wednesday a draft amendment to the bill on ratification of the new START, proposed by four deputies of the United Russia Party faction.

"Our Committee has upheld the only proposed amendment to the bill, which will be submitted to the Duma Council tomorrow," International Affairs Committee Chairman Konstantin Kosachyov told reporters.

"This sole amendment in fact re-writes the bill on ratification in which we detail to the maximum the terms on which Russia may remain adherent to the regime of the treaty, specify the powers of the president, government and both houses of parliament, list the exclusive conditions under which the Russian Federation may announce its withdrawal from the treaty and states the understanding of how the sides should conduct the negotiations on the reduction of all nuclear arsenals, not only strategic," Kosachyov said.
