Support of Russians living abroad top priority of Russian state policy - Putin

MOSCOW. Dec 1 (Interfax) - Russian Prime Minister Vladimir Putin
has sent a congratulatory address to the participants in and guests of
the 3rd World Congress of Russians Abroad, the Russian government
reported on Tuesday.

"Support of Russians living abroad and assistance in significant
projects in the sphere of culture, education, and social security are by
right among the top priorities of Russia's state policy," Putin said.

Russian State Duma Speaker Boris Gryzlov said in his congratulatory
address that violations of the rights of Russian abroad will reflect on
the relations with the country where these violations were committed.

"We are operating under the assumption that the protection of human
rights, including the rights of our compatriots abroad, is not an
internal affair of the state, but an international obligation," Gryzlov
said in his address.

Gryzlov says violations of these rights cannot help but reflect on
Russia's relationship with the countries that allow such discrimination.

"We cannot put up with it, and we will consistently defend the
interests and dignity of our compatriots. It's a position of the Russian
administration, which State Duma deputies fully support," Gryzlov said
