Ombudsman Lukin Ready to Take Part in Organization of Dialogue Between Authorities, Opposition

MOSCOW. Dec 28 (Interfax) - Russian human rights ombudsman Vladimir Lukin said he is ready to coordinate dialogue between the Russian authorities and the opposition. "I believe the organization of such discussion is needed and will be very useful," Putin told Interfax on Wednesday.

Lukin said he sees himself as a coordinator of the preparations for this discussion, not "a mediator."

"There is a constitutional institution in Russia, which is intended by the federal constitutional law for the resolution of problems that arise in the interests of freedom of speech and human rights protection. It's the institution of a human rights ombudsman," Lukin said.

"It is extremely important who organizes this dialogue and how it is organized, it's an issue of personal trust. If both parties express confidence in the ombudsman institution in this or that form and on this particular issue, I am ready to take part in the organization and coordination of this dialogue," he said.

"If a better candidacy or institution is found for organizing this dialogue, I will gladly accept it and will promote this dialogue,: Lukin said.

"My initiative has not been discussed with anyone until now, with the authorities or with the opposition, it is my personal initiative," Lukin said.

Prime Minister Vladimir Putin on Wednesday called for dialogue with the opposition, adding that he does not know yet in what form this dialogue will take place.

"There needs to be dialogue. I will think in what form it will take place," Putin told reporters.

Putin said the opposition "always demands what's impossible and then, as a rule, no promises are fulfilled."
