Prime Minister Vladimir Putin, Russia's one time and presumptive future president, is poised to return for six, and possibly 12, more years as Russia's paramount leader. Given growing dissatisfaction in Russian society and recent mass protests, this panel will examine whether an increasingly restive population has outgrown Putinism and what are the prospects for reform in Russia.

David J. Kramer

David Kramer is the President of Freedom House. Prior to joining Freedom House, he was a Senior Transatlantic Fellow at the German Marshall Fund and served as Assistant Secretary of State for Democracy, Human Rights, and Labor (DRL) from March 2008 to January 2009, and as an Adjunct Professor at the Elliott School for International Affairs at The George Washington University. He has held several positions in the Department of State and various non-governmental organizations. A native of Massachusetts, Kramer received his M.A. in Soviet studies from Harvard University and his B.A. in Soviet Studies and Political Science from Tufts University.

Robert Orttung

Robert Orttung is the assistant director of the Institute for European, Russian, and Eurasian Studies. He has co-edited and written a number of books, including most recently: Energy and the Transformation of International Relations (Oxford University Press, 2009) and Russian Energy Power and Foreign Relations: Implications for conflict and cooperation (Routledge, 2009). He is co-editor of the Russian Analytical Digest and the Caucasus Analytical Digest, biweekly electronic newsletters that examine regional political and economic developments. Additionally, for the last several years, he has written reports about Russia, Ukraine, and Belarus for Freedom House. Dr. Orttung received a B.A. in Russian Studies from Stanford University and both a M.A. and Ph.D. in political science from the University of California, Los Angeles.

Guy Verhofstadt

Guy Verhofstadt is the current President of the Alliance of Liberals and Democrats for Europe Group in the European Parliament. Verhofstadt was the longest serving Pime Minister of Belgium, as he led three separate governments over the course of nearly ten years after 1999. Lawyer by education, he is one of the strongest advocates of stronger European integration in the European Parliament. He is the author of a number of books, including The United States of Europe, and The Way Out of Crisis: How Europe Can Save the World.

Christopher Walker

Christopher Walker is vice president for strategy and analysis at Freedom House, where he oversees a team of analysts and senior scholars in devising overall strategy for Freedom House's analytical projects, including Nations in Transit; Countries at the Crossroads; and Freedom on the Net. He is responsible for generating special studies and analysis, conducting briefings for government officials and at think tanks and research organizations, and responding to news issues through statements and op-eds. His articles on democracy and media freedom issues have appeared in a range of domestic and international publications, including Foreign Policy.com, New York Times, and the Wall Street Journal. Before joining Freedom House, he was a senior associate at the EastWest Institute. Mr. Walker is an Adjunct Professor of Global Affairs at New York University. He has received degree from Binghamton University and Columbia University.
