PUTIN: WE MUST IDENTIFY ECONOMY SPHERES THAT REQUIRE STATE CONTROL

MOSCOW, April 25 (RIA Novosti) - Vladimir Putin calls for clear identification of the spheres of economy, which require strict control on the part of the state."It is time to identify the spheres of economy where the interests of strengthening Russia's sovereignty and security dictate the necessity of special control on the part of national and state capital," the Russian President stated in the Annual address to the Federal Assembly on Monday.

"I mean certain objects of infrastructure, enterprises working for defense ministry, deposits of natural resources, which have strategic importance for the future of the country," the president explained.

Putin believes that it is necessary to develop and adopt the criteria that limits the involvement of foreign capital in certain spheres of economy.

At the same time, he considers it strategically important for Russia to attract large-scale private investments into Russian economy.

"Russia is certainly interested in the inflow of private investments on a large scale, including foreign investments. It is our strategic choice and our strategic approach," Putin emphasized.

He also said that in reality investors often face various restrictions, including those that are determined by national security considerations.

"All these restrictions do not have a legal basis, which causes problems for both the state and investors," the Russian President underlined.
