PUTIN: METHODS OF LAW PROTECTION MUST BE ACCESSIBLE, CUSTOMARY AND
UNDERSTANDABLE

MOSCOW, January 24, 2003 /from RIA Novosti correspondent Oleg Osipov/ --
Vladimir Putin thinks methods of law protection must be made accessible,
customary and easy to understand for the population of Russia.

Addressing the assembly at a gala meeting dedicated to the 80th anniversary
of Russia's Supreme Court, the president said: "Ways and methods of law
protection must be made not just accessible and understandable, but also
customary for our citizens." The task, according to him, must be handled by
all branches of power.

He added that the judicial authorities, specifically the Supreme Court,
could be the center of such an effort.

"The social and political situation inside the country and the world's
attitude to Russia depend on the level and quality of legal proceedings,"
he emphasized.

Putin also said the quality and substance of all directions of the judicial
reforms depended largely on the position of the Supreme Court of the
Russian Federation.

According to him, it is important to remember that the Constitution adopted
in 1993 played a huge role in the formation of the Russian judicial system.
It actually served as a basis for democratization of court and formation of
such judicial authorities that could be able to protect the rights and
freedoms of citizens, including the private ownership right.

The president then congratulated the assembly and said he was convinced the
Supreme Court would go on "upholding the superiority of law and protecting
the rights and freedoms of Russian citizens."
