Russia does not want eternal talks on Caucasian security - diplomat

TSKHINVALI. May 21 (Interfax) - Russia disagrees with the fact that the Geneva talks have evolved into a permanent mechanism, Russian Ambassador to South Ossetia Elbrus Kargiyev said.

"We do not want to be involved in talks that last several years, and we do not want the Geneva discussions to become a permanent mechanism through which we would be reproached from time to time for recognizing Abkhazia and South Ossetia," Kargiyev told a news conference in Tskhinvali on Thursday.

It was expected that the Geneva talks would take place three or four times in order to work out a border security mechanism, he said. "The first problem is the security one. The second problem is the return of refugees. These are two interconnected problems. The decision on the return of refugees should be a voluntary decision," the ambassador said.

The negotiations in Geneva are complicated, he said. "The OSCE and other international structures try to control the process on both sides. The Russia side is more loyal," Kargiyev said.

One should find solutions acceptable for both South Ossetia and Georgia, he said. "We are prone to working out a mechanism of excluding criminal tensions which evolve because the border is not set. We are ready for open cooperation in this area, but I repeat that we disagree with the position that these will be long talks. The political aspects of the issue are closed for us. We recognized South Ossetia, no matter who likes this or not," Kargiyev said.
