Kremlin Expert Does Not See Overheating In Russian Economy

MOSCOW. April 2 (Interfax) - The Russian economy is not overheated and has ample opportunity for larger bank lending, said Arkady Dvorkovich, the head of the presidential experts department.

"There is no overheating in the Russian economy. We have some disagreements with the Finance Ministry on this, but we believe that the opportunities and projects that exist in Russia exceed the available resources," Dvorkovich told a congress of the Russian Banks Association.

"Russia has an exceedingly larger choice of effective projects - not only in the service and industrial sectors, but in the infrastructure - the main area, where the state could apply efforts, he said. "If the state succeeds in attracting private institutions to infrastructure projects, we'll cope," the expert said.

This means, Dvorkovich said, that Russia has ample opportunity for increasing bank lending. The only problem is the problem of risk management, he said. "If we keep an eye on the risks, we'll have every chance to avoid a crisis," he remarked.

Dvorkovich said a strategic plan was in the making to form a powerful financial sector in Russia.
