Kadyrov's Recommendation For President Represents End Of War - Pavlovsky

MOSCOW. March 1 (Interfax) - President Vladimir Putin's decision to recommend Ramzan Kadyrov for president of Chechnya is a symbol of the end of the war in Chechnya, Effective Policy Foundation head Gleb Pavlovsky said.

"Recommending Kadyrov marks the symbolic and political end of the war in Chechnya. Russia would not have won this war if Chechen society had not assisted it," Pavlovsky told Interfax on Thursday.

"In a union with the main part of Chechen society - not all are happy about the outcome of this war, but all have de facto recognized it -one can move on. Akhmad Kadyrov's son is the guarantor of this result," he said.

"Chechnya today is a member of the Russian Federation to an even greater extent than other regions and behaves as a constituent member. It is an unbelievable result. In 2000, most of the political class did not believe that it would be achieved in the lifetime of the present generation," he said.

Kadyrov's nomination should be assessed in this context, "not under the impression of his personal style," he said.

"Some of the Russian governors deserve their posts less than Kadyrov," Pavlovsky said.

Chechen servicemen's role in the humanitarian mission in Lebanon was largely due to Kadyrov's initiative, he said.

"Chechens fighting alongside Russian soldiers is a result Akhmad Kadyrov aspired to and a result his son Ramzan can attain," said Pavlovsky.
