Privatization Plan For 2006 Not Implemented In Full - Audit Chamber

MOSCOW. Dec. 18. (Interfax) - The 2006 indicative plan for the privatization of federal property was not fully implemented, accord to a statement regarding the results of the Audit Chamber's review of the plan's implementation presented by auditor Valery Goreglyad.

An Audit Chamber panel chaired by Sergei Stepashin reviewed the results of the audit last Friday, the statement said.

According to the statement, the forecast plan called for the privatization of 1,412 unitary state enterprises, of which only 521, or 37% of the plan, were granted a decision in regards to the terms of privatization. Of the 1,368 economic entities, included on the plan's roster, only 395, or 29% of all enterprises, saw their shares privatized. Total funds generated by the sale of state owned shares came to 18.3 billion rubles, 59% of revenue forecast in the plan.

The statement said that the audit uncovered various violations of legislation and regulatory acts, set out during the preparation and implementation of the 2006 privatization plan.

For example, as a result of its development by the Federal Property Agency (Rosimuschestvo), the forecast plan contained instances of questionable information in regards to enterprise specifications, economic activity results and financial indicators. Several unjustified decisions were made regarding the privatization of share packets in liquidated joint stock companies, as well as in companies, in which there were not state packets. In addition, 135 open joint stock companies, proposed by Rosimuschestvo for inclusion in the forecast plan, were in a state of receivership during the period in question.

The Audit Chamber's panel also said that Rosimuschestvo and its territorial agencies did not provide adequate supervision of the privatization process, including observance of deadlines, document preparation and the enterprises' implementation of privatization procedures.

The panel has decided to address a notice to Rosimuschestvo. A report of the audit's results will be brought to the attention of the Federation Council and the State Duma.
