Russia Continues Death Penalty Moratorium Pending Introoduction of Jury Trials

MOSCOW. Nov 13 (Interfax) - Russia will not apply the death penalty for at least three years to come, as ending the current moratorium hinges on introducing jury trials in Chechnya.

A bill in the State Duma, "On the Introduction of the Code of Criminal Procedure," shifts the deadline for introducing jury trials in Chechnya from January 1, 2007, to January 1, 2010. It is scheduled to undergo a first reading on Wednesday

The authors of the bill are head of the State Duma committee on local self-government Vladimir Mokry and first deputy head of the committee on civil, criminal, arbitration and procedural legislation Valery Grebennikov.

The Russian Supreme Court earlier ruled that the death penalty moratorium must remain in place until jury trials are introduced in all Russian regions.
