Moscow, 19 November: The decision of the Russian Constitutional Court about the impossibility of carrying out a death penalty in Russia means that a political decision supported by all the trends in the political elite has been made in the country earlier, Gleb Pavlovskiy, the president of the Effective Policy Foundation, has said.

"I believe that the decision that a death penalty in Russia is impossible was made, as it is, on default from all the factions of political class. I believe that the decision is shared by all the suborders of the ruling political class in the country," Pavlovskiy told Interfax on Thursday (19 November).

In his opinion, the ban on a death penalty is linked to the need for Russia to observe international obligations. "One cannot live in Europe today and introduce a death penalty," Pavlovskiy said.

He said that the decision of the Constitutional Court virtually followed a political decision. "In this sense, a legal decision follows a political one," Pavlovskiy said.

The Russian Constitutional Court ruled on Thursday (19 November) that carrying out a death penalty in Russia is impossible after 1 January 2010 too.
