Russian President Sees Chance to Sort Out AMD Problem With U.S.

"I am certain that we are capable of finding a formula that would allow us to avoid any division into winners and losers," Russian Security Council Secretary Nikolai Patrushev quoted Medvedev as saying in his message to those attending the Missile Defense Factor in Establishing New Security Environment conference in Moscow.

"It is important to make sure that missile defense systems are able to offer an appropriate response to possible threats and do not undermine strategic stability," the president said.

Each country is allowed to make its own choice of defense methods, he said.

"However, it should not be done at the expense of neighbors' security," Medvedev said.

The Russian president said he hoped that all of the sides tackling the missile defense problem "would be able to find a formula that would help prevent any division into winners and losers."

The situation surrounding the talks on strategic offensive weapons could serve as an example in this case, Medvedev said.

"The experience of drafting the New START Treaty based on the principles of parity and equal security, as well as previous missile defense agreements prove it," Medvedev said.

"Russia is open to further dialogue. The path toward the start of practical cooperation in this sphere lies through the establishment of a clear legal framework, which will reliably guarantee security and stability. And, first and foremost, we need to receive guarantees that the potential of the U.S. and NATO missile defense shield will not be directed against the Russian strategic nuclear deterrence forces," the president said.
