"In particular, I will note that the new government needs to be governed by the principles of openness and transparency, and close collaboration with society," Medvedev said as he opened the first meeting of the new Russian government.

The prime minister stressed that the government should "rely on expert assessments". "All of us are working in the interests of citizens, and I hope that their constructive proposals will help us in our decision-making. That's why we are setting up the system of 'Open Government'," the prime minister said.

Medvedev spoke very positively of the new cabinet's professional composition. "Irrespective of the experience you do or don't have in government, each of those here has given a good account of themselves as a professional, as a good manager," he said. Medvedev is counting on "the work of this type of team being smooth and highly effective".

The prime minister stressed that the new government should not "spend a long time getting up to speed". "The government is one of the governing bodies in the country which simply isn't entitled to take a long time to prepare to discharge its duties. There are problems, those problems remain and they need to be addressed immediately," the prime minister stressed.

He recalled that the Russian government "bears ultimate responsibility for the country's socioeconomic development". "I hope that each of those here has a sufficient understanding of this. There is no other body where these decisions can be taken. And I would like you to be governed by this when you make your decisions," Medvedev said.
