Russian Tax Service Begins Audit Of Election Monitoring NGO

Moscow, 5 April: The tax inspectorate is conducting an audit of the Golos human-rights organization.

"Today four people came from the tax inspectorate. It is a matter of an extraordinary audit, a full on-site audit for (a period of) three years," the executive director of the Golos association for the protection of voters' rights, Liliya Shibanova, has told Interfax.

She said that the organization is linking the tax audit with the association's human rights activities. "We are linking this very seriously with all of the events which occurred during the election campaign and are continuing to occur today," she said.

Meanwhile, the press service of the Russian FTS (Federal Tax Service) told Interfax that the verifying measures are in no way connected with the activities of the organization and was planned.

"The compliance measures which have been initiated regarding the Golos non-commercial organization are standard and are not connected with its political activities," the service's representative said.

According to the representatives' information, since the Golos non-commercial organization was formed in 2006 until the present time, not a single inspection of it has been carried out.

"The service carries out audits of legal entities on a continuous basis. The scope of the tax inspections makes up 0.8 per cent of the overall number of tax payers per year. For comparison, in the European Union this level is 3.5 per cent on average," the FTS's press service said.
