Russian Supreme Court Paves Way For Republican Party Registration

Moscow, 19 April: The Russian Supreme Court on Thursday (19 April) allowed the Ministry of Justice to recall its request for the Republican Party of Russia to be dissolved.

The party's lawyer, Aleksandr Kostin, has told Interfax that the court's decision will enter into force in 15 days' time.

"As soon as the Ministry of Justice receives the court's decision, they will have to remove the entry of 14 June 2007 on the dissolution of the Republican Party of Russia from the register (of legal entities). It will then take them perhaps 10 days, or maybe just one, to enter the party into the register," the lawyer said.

In 2007, the Russian Supreme Court cancelled the party's registration on the grounds that its operation was not in line with the law "On political parties". However, on 23 January 2012 the Supreme Court rescinded its decision on the dissolution of the Republican Party of Russia after the Strasbourg court (European Court of Human Rights) found that the relevant legal process had been flawed.

On 15 March the Russian Ministry of Justice sent the Supreme Court a letter recalling its request for the dissolution of the Republican Party of Russia and promised to reinstate the party in the state register of legal entities.

The Ministry of Justice press service has told Interfax that the letter recalling the request for the dissolution of the political party appeared "as part of the measures agreed as a result of consultations with the party leadership held on the instructions of Russian Federation President Dmitriy Medvedev and aimed at reinstating the Republican Party".

(In a separate Interfax report, Republican Party leader Vladimir Ryzhkov, who is also a co-chairman of the Party of People's Freedom (Parnas), has been quoted as saying that the Republican Party will hold a congress before mid-July to approve a new party constitution and manifesto. He also said that Parnas might in the future "operate on the basis of the Republican Party", with the new party being called "Republican Party of People's Freedom".
