Shuvalov Urges Major Improvements in Economic Regulation

MOSCOW. April 24 (Interfax) - First Deputy Prime Minister Igor Shuvalov believes that if significant improvements in government regulation of the economy are not made by the middle of Vladimir Putin's new presidential term the consequences will be "lamentable."

"If we don't reach a certain point in a year or, say, in three years, when it will be the halfway point in the six-year cycle, and it will continue to be difficult to connect to power grids, difficult to obtain permits for construction, and the land registry and everything else will continue to operate as before, then I don't know, the consequences for us will be most lamentable," Shuvalov said at a top-level meeting of the Economic Development Ministry on Monday.

Decisions at the federal level will be insufficient, it is necessary to utilize all regional and municipal mechanisms, Shuvalov said.

He said all the basic decisions need to be made in 2012, there is no time for wavering. "Since we are ensuring the continuity of government, and expectations of faster change grow against the backdrop of this continuity, we won't have any time at all to waver. It will be necessary to make all the basic decisions in 2012. By 2018 we will certainly have to answer for the work we have done and present the country in a completely different state,"
Shuvalov said.

He said the period from 2012 through 2018 will be different, considerably more difficult. The Economic Development Ministry will hopefully emerge from the period of administrative adjustments with few losses, and will "with renewed energy take on what the country expects of us," Shuvalov said.
