Russian President's Promise To Reduce Cars With Flashing Beacons 'Fulfilled'

Sochi, 2 July: Russian President Vladimir Putin's pre-election promise to reduce the number of flashing beacons (on cars) has been fulfilled, but work on the regulation of special indicators will continue, the press secretary of the head of state, Dmitriy Peskov, has said.

"As of the 1st (of July - Interfax), Putin's pre-election promise has effectively been fulfilled," Peskov told journalists on Monday (2 July).

"Substantial effort has been made towards regulating and reducing the use of beacons, above all by officials," he said.

"After everything is removed - except from the means of transport serving objects of state protection (protected individuals), of whom there are just 47, there will be just 568 cars with beacons," said Peskov, adding that there used to be 1,000 such cars.

Above all, he said, this concerns cars with AMR registration numbers. Of the said vehicles, said the press secretary, only 83 vehicles of the heads of region can have beacons fitted to them, and "they can only be used on the territory of their (respective) regions".

He said that 485 special indicators will be used in Moscow. "Senior officials from the government of the Russian Federation, the State Duma, the Federation Council and the Presidential Administration have a total of 61 cars with beacons, while the remaining 424 belong to the power-wielding bodies, the Office of the Prosecutor-General, the Investigations Committee, the Ministry of Internal Affairs, the Ministry of Defence, the Foreign Intelligence Service, the Federal Drugs Control Service, Rosfinmonitoring (Russian Financial Monitoring)," said Peskov.

He added that of the 424 cars with beacons 297 belong to the Interior Ministry and the Federal Security Service.

The press secretary said that these figures cover officials' cars which should not be confused with cars used for operational reasons, emergency services and so on.

"Thus, one can state with confidence that a significant step has been taken. As said on numerous occasions, this work will continue," said Peskov, explaining that the said cars "are without (special indicators) as of the 1st, because the film had to be removed from the glass".

He noted that work to regulate the situation concerning the vehicles with beacons will continue, and severe punishment awaits those using them illegally.
