"By 2020, we should seriously change the situation with social inequality of our citizens and solve the problem of poverty," Putin said while meeting with his campaign representatives, representatives of the Russian Popular Front, and political scientists on Wednesday.

Some positive steps were taken to fight poverty over the past few years, Putin said. "Unfortunately, many people still live below the poverty line. However, some results have been achieved. Some 10%-11% of people, or 12.5% according to some estimations, now live below the poverty line," he said.

Putin also said the middle class in Russia "should become a social majority in the near future and the people who are the backbone of the country should join it," referring to teachers, scientists, engineers, qualified workers, and the military.

Putin reiterated that the average wage in Russia is projected to increase 1.6-1.7 times by 2020, reaching some 40,000 rubles in 2011 prices.

The average wage in Russia is currently some 34,000 rubles, Putin said.
