Russian population must stabilize at 143 million by year 2015 - Putin

NOVO-OGARYOVO. Feb 17 (Interfax) - Prime Minister Vladimir Putin declared the second phase of the Russian demographic development concept for the period until 2025 at the Thursday meeting of the government presidium. The second phase will be implemented from 2011 through 2015.

"The federal budget assigns over 876 billion rubles for the fulfillment of the concept's second stage in 2011. The total allocations of 2011-2015 may amount to 1.5 trillion rubles," he said.

- - The successful implementation of the concept's second stage will stabilize the population at 143 million people. That requires the achievement of three important goals: first, to increase the average lifespan from 69 to 71 years; second, to increase the birth rate and to reduce the death rate by 25-30% (as compared with 2006); third, to have a clever migration policy, he said.

Putin ordered the government to include in state programs the targets of national projects, which laid down the foundation of the demographic plans.
