"The incumbent Ministry of Communications will be stripped of part of its powers for the benefit of the new Ministry of Culture. However, Minister of Communications Igor Shchyogolev who has demonstrated his capabilities is most likely to keep his ministerial portfolio while the ouster of the incumbent Minister of Culture, Alexander Avdeyev, is an actually decided issue," the daily says.

Media representatives, not cultural personalities are being considered as candidates for the post of the head of the Ministry of Culture that will be given additional powers, the newspaper says.

A source close to the government told the daily that the Russian leadership finds it proper to appoint the head of one of the national TV channels - Oleg Dobrodeyev, Konstantin Ernst or Vladimir Kulistikov - the minister of culture and mass media.

The article says that Dobrodeyev, head of VGTRK (Russia-1, Russia-2, Russia-24 channels) has the best chances.

Dobrodeyev has held this post since 2004. Earlier he was instrumental in the establishment NTV channel as well as NTV+ and Media-Most holding, the article says.
