"We are not planning to work specifically for the government. Nevertheless, our projects will be addressed to different tiers of power - federal and regional. The main instrument of our work is the public opinion and influence on decision-makers," he said in an interview with Finansovaya Gazeta and Novaya Gazeta.

Besides, the organization set up by Kudrin is planning to initiate debates on key issues in Russian public life.

"Society badly needs the discussion of fundamental questions of economic, political and social life," he added.

At the beginning of April Kudrin announced the formation of the Committee for Civil Initiatives, an organization that would openly oppose the steps of the government. He said that it is not a party organization but is ready to cooperate with representatives of different parties. The priority projects of the committee are to guarantee the true independence of the judicial system including the election of judges; the study and spread of the best practices in local self-government; the publicity of the compilation and execution of budgets of all levels; the publication of detailed crime statistics and public audit. Key proposals primarily concerning the judicial reform should be ready in a month or two.
