Econ Development Min Should Focus on Modernization, New Directions in Foreign Trade — Shuvalov

MOSCOW. May 22. (Interfax) - Russia's First Deputy Prime Minister Igor Shuvalov has advised the Economic Development Ministry to focus on modernization and new directions in foreign trade.

"I expect real friendship, camaraderie and professional support from your ministry," he said.

"We have a very difficult path ahead of us. If we have managed to achieve the creation of a Customs Union and finish World Trade Organization (WTO) accession negotiations over the past four years, now we have the task of acceding to the Organization for Economic Cooperation and Development (OECD), developing cooperation with the Asia-Pacific region, new tracks in foreign trade - those are very ambitious and difficult tasks. At the same time, our economy will need to develop the path to modernization and follow it," Shuvalov said.

Commenting on Belousov's appointment, Elvira Nabiullina, the former Economic Development Minister, said that "this is a very good decision. Andrei Removich is a professional of the highest standard, a very responsible person who very carefully handles the people with whom he works. I hope that the ministry will work as a unified team."

Belousov said that he sees no need for systematic changes at the ministry, noting that "there will be certain targeted changes simply because life doesn't stand still."

Regarding the tasks standing before the ministry, Belousov noted a radical improvement in the business climate. Significant improvements will need to be made to the quality of public services, including e-government; the

Federal Service for State Registration, Cadastre and Cartography (Rosreestr); the accreditation system; and the patent system.

The ministry will also need to adopt measures aimed at adapting the Russian economy to the terms of WTO accession, he said.

Also of importance is creating a system of priorities through the adoption of state programs "that would allow us to focus resources on primary tasks," Belousov said. Another crucial task is to develop a system of export support. "For the first time, we are entering into quite a long time period in which oil production will not grow, and in order for Russia not to lose its position in the global economy, we need to create an effective export support system," he said.
