Russian Parliamentary Opposition Slams New Law On Governor Elections

Moscow, 25 April: The opposition factions in the State Duma have criticized the presidential law on governor elections, which was adopted in third reading on Wednesday (25 April).

"This is not democracy. This is not a law on elections. It is easier for a camel to go through the eye of a needle than for an opposition candidate to be elected a governor," a member of the Communist Party of the Russian Federation faction, Anatoliy Lokot, announced before voting.

He stressed that the faction of the Communist Party of the Russian Federation will not vote for this law. Speaking of the need for governor candidates to obtain the support of municipal deputies or heads of municipal formations, which is stipulated in the law, he noted that in the municipalities majority of deputies represent One Russia (United Russia). This, in his view, will affect the composition of candidates who will be allowed to elections.

A Just Russia

For his part, a member of A Just Russia faction, Yelena Mizulina, counted four "filters" in the law on governor elections - "the party filter or self-nomination with the collection of signatures, presidential filter, municipal filter as well as the certification of deputies' signatures by notaries". She also noted that in municipalities majority of deputies represent One Russia. In her view, little will change after the adoption of the law on elections.

"At present: One Russia nominates its own and the president filters. In future: various parties or self-nominating candidates will nominate but who will filter? The president. And deputies. And heads of (municipalities - Interfax), majority of whom represent what in all Russia's constituent parts of the federation? One Russia," she noted.

As a result, Mizulina thinks, people will choose "from among those who are approved by One Russia".

In her view, elections under this law will become some kind of "competition of craftiness during nomination, registration and voting".

"A Just Russia will not take pat in the all-Russian deception and will not vote for this draft law," she announced.

Liberal Democratic Party of Russia

For his part, a member of the faction of Liberal Democratic Party of Russia (LDPR), Sergey Ivanov, thinks that under this law the choice will be between candidates permitted by One Russia.

"Behind the mask that we supposedly give the people the right to elect, you will completely deprive them of this right," he said.

Ivanov stressed hat the LDPR was initially categorically against the introduction of governor elections. "And here we can perfectly well support this draft law because there will be no election of governors," Ivanov thought.

"We are honest and will wash our hands of this, as it were," he added.

The law on election of governors was adopted by the State Duma in its third and final reading. It was adopted with 237 deputies voting in favour and 83 against.
