Gary Hufbauer and my policy brief on why The United States Should Establish Normal Trade Relations with Russia has just been published. The essence of our argument is that the United States can double its exports to Russia over five years when Russia now becomes a member of the WTO, but only if the United States grants Russia permanent normal trade relations.
