Subject: New Book: Leading Russia: Putin in Perspective
Date: Tue, 9 Aug 2005 1

I thought that readers of the List would be interested in knowing about a recently published Festschrift I edited in honour of Archie Brown, who retires this autumn after 34 years at St Antony's, and after more than four decades of outstanding teaching and research on Soviet and post-Soviet politics. It was a token of Archie's standing and popularity in our community that so many leading scholars were enthusiastic about joining the Festschrift team. Unlike many Festschriften, which attempt to cover a range of topics associated with the honoree's work, this volume confines itself to the subject for which Archie is perhaps best known - that of political leadership. As the title suggests, Leading Russia: Putin in Perspective focuses on current issues of political leadership.

The volume investigates the nature of Putin's rule from four perspectives. Early chapters by George Breslauer, Robert Service and Leslie Holmes consider his leadership in historical and post-Communist perspective. Contributions by Timothy Colton, Paul Chaisty and Stephen Whitefield analyse how normative and institutional components of democracy have fared under Putin's regime. Chapters by Eugene Huskey, William Tompson and Neil Melvin examine the strengths and weaknesses of presidential power vis-a-vis bureaucratic, corporate and regional elites. The volume concludes with assessments by Lilia Shevtsova and Andrei Grachev of the strategic direction in which Putin is taking Russia. They explore the tensions between bureaucratic-authoritarian trends and Putin's apparent commitment to electoral democracy, market capitalism, and alignment with the West.
