Russia preparing for preventive actions against terrorists

MOSCOW. Sept 17 (Interfax) - Russian President Vladimir Putin said "we in Russia are engaged in serious preparations at the moment to act against terrorists in a preventive manner." "These steps will proceed in strict compliance with the law, constitutional standards, and the principles of international law," Putin told the third international conference of mayors in Moscow on Friday. Speaking about double standards in the fight against terrorism, the president said certain historical events should be taken into consideration. "Let us take a look at the [1938] Munich conspiracy. Of course, today's consequences are of a different scale than those in the wake of World War II, but the situations are very similar. One cannot think that by accommodating terrorists' needs, we will be able to gain some advantages, and they will leave us alone. It is absolutely unacceptable to yield to the idea that bargaining with terrorists will give us something. Every concession leads to expanding their demands and multiplying our losses," Putin said.
