TO ENHANCE RUSSIA'S COMPETITIVENESS ON WORLD MARKET IS MAIN MESSAGE OF PRESIDENT'S STATE OF THE UNION ADDRESS, SERGEI KIRIYENKO

MOSCOW, MAY 16, 2003. /RIA NOVOSTI/--A clear objective to enhance Russia's competitiveness on the world market is the main message of President Vladimir Putin's state-of-the-nation address, according to Sergei Kiriyenko, presidential envoy to the Volga Federal District.

"It is the first time this objective has been so clearly and toughly set," Mr Kiriyenko told reporters.

The topmost priority of the present day is to ensure a brisk economic development pace, according to the envoy. "Reform must not be pursued for the sake of reform only. A brisk development pace is of paramount importance for the country today," he said.

He was pleased with an emphasis on the personnel policy in the presidential address. "Three years ago we started reform in the Volga Federal District with the personnel policy. I was glad to hear the president's pronouncement to the effect that the administrative reform is of principled importance and needs to be sped up," said Mr Kiriyenko.
