According to director of the Federal Tax Police Service Mikhail Fradkov, up to 40% of the Russian Economy is in the "shadowy sector", and annually the capital flight amounts to about $20 billion. He also reported that in 2002 the number of tax police employees will be increased from 40,000 people to 53,000 people.

This year, 14,000 leaders and active participants of organized criminal groups were arrested in Russia: they were charged with about 30,000 crimes.

Over this period of time, 107 assassinations were revealed.

The total debts of foreign countries to Russia are $103 billion. Vneshekonombank Chair Andrei Kostin believes that Russia has a real possibility to receive maximum $30 billion of this sum. Over the ten months of the year, Russia received only $1.1 billion of debts.
