Russian minister outlines Russia's vision of upgraded partnership with NATO

Moscow, 20 November: Russia will discuss an upgraded partnership with the North Atlantic Alliance with NATO Secretary General George Robertson, who will arrive in Moscow on Wednesday [21 November], Russian Foreign Minister Igor Ivanov has said.

"This cooperation should not be based on the 19-plus-1 formula," Ivanov said. "We would like to have a mechanism for solving all problems on the basis of equality and finding common answers."

"We are actively discussing ways of upgrading the partnership," Ivanov said. The issue has been discussed by President Vladimir Putin with US President George W. Bush and chiefs of several European states. Moscow welcomes a related statement of British Prime Minister Tony Blair, he noted.

"Comprehension of the significance of international solidarity is mounting" against the background of common fight against terrorism and other challenges, Ivanov said. "Russia and NATO can and must build new relations of partnership, which will make it possible to pool efforts in the fight against challenges."

A ministerial session of the Russia-NATO Joint Permanent Council will take place in Brussels in early December to discuss an upgraded partnership together with other issues. "It is necessary to find efficient and rational forms of cooperation," Ivanov emphasized.
