A group of Russian psychologists and psychiatrists from the Doctors for Human rights organization, the Psychology Institute of the Russian Academy of Sciences, and psychology department of the Moscow State University decided to test the IQ of the Russian political elite.

The most intelligent person in Russian politics is Irina Khakamada; her IQ is close to Bill Clinton's, at 179. Vladimir Zhirinovsky's IQ is close to that of Israeli Prime Minister Sharon, at 175. Economic Development Minister Herman Gref and Governor Alexander Lebed (as well as Japanese Prime Minister Koizumi) have scores of 170. Vasily Shandybin and Viktor Chernomyrdin are at the lowest level, with scores of only 70, equal to the IQ of Monica Lewinsky. Transport Minister Vasily Aksenenko has an IQ of 100, which corresponds to the state of Russian roads.
