[No dateline as received] Russia must join the coalition of industrial
democracies in combating international terrorism, the head of the Foreign and
Defence Policy Council, Sergey Karaganov, has told Ekho Moskvy radio.

"India has already joined this coalition, Pakistan is rushing to join, and
China has joined, too, though it had certain reservations", he said.

"Russia has no choice", he said.

The head of the Russian think-tank added that Russia was "vulnerable and
should be very cautious".

"Our support could cost us more than anybody else, and we must demand certain
concessions from the West in return, in particular, on settling the debt
problem, and on our participation in Western alliances, and [consultation on]
their enlargement or non-enlargement," he said.

[In a later report at 0945 gmt 17 Sep 01, Ekho Moskvy news agency quoted
Karaganov as saying that the Taleban authorities were unlikely to hand over
Usamah Bin-Ladin despite pressure by the USA and Pakistan for them to do so.]
