Kremlin-connected Political Scientist Dismisses Talk Of Danger Of Diarchy In Russia

MOSCOW. May 8 (Interfax) - Effective Policy Foundation Director Gleb Pavlovsky said he does not share the expressed fears that diarchy could develop in Russia with Vladimir Putin's appointment as prime minister.

"Diarchy is a term from Soviet-era textbooks that cannot be properly translated into other languages. Pardon me but two power centers mean democracy. There is no democracy with only one power center," he told Interfax on Thursday.

Each branch of power should be independent and perform its constitutional duties, Pavlovsky said. "The executive authorities must do their job, the president must do his job and let us hope that the courts will finally begin doing their job. Then everything will be all right," he said.

"We fear the appearance of elements of a normal and effective democracy, in which neither branch of power can dictate its will on another and each branch of power acts within its own limits," the expert said.

"Our previous situation was not quite right: the government was actually subordinated to the Kremlin, it was a branch of the presidential administration," he said.

"The constitution says that the government should not be subordinated to the Kremlin. The government is in charge of executive authorities, it has a different mission. We must finally learn to live as adults. We should not pin hopes on a universal instrument that can regulate our entire life," he said.

"We want a competent government, and we may finally get one," Pavlovsky said.

He added, though, that "the constitution implies only one chief of state.
