Russian Citizens Can't Monitor State Duma Elections - Official

MOSCOW. Nov 1 (Interfax) - Russian citizens cannot be part of international election monitoring missions on the Russian territory, Central Elections Commission member Igor Borisov said at a Thursday meeting of the commission.

"It is absolutely impossible for Russian citizens to monitor elections in Russia, as that would be in conflict with international principles," he said.

Borisov said later that Russia has received the "explanations long awaited from the West. Previously, the provisions were scattered in various laws, among them international legal acts, but we combined them into a single whole."

The Central Elections Commission sent invitations to two international organizations and 19 foreign organizations that have the status of election organizers on October 31, Borisov said.
