Moscow, 4 October: Russian Prosecutor-General Yuriy Chayka has established a special procedure for monitoring compliance with the law during the election campaign and elections. He has taken this activity under his personal control.

Yuriy Chayka has signed a decree on observing the law during the election campaign, the statement posted on Thursday (4 October) at the website of the Russian Prosecutor-General's Office says. It is aiming to arrange monitoring of compliance with the law during the State Duma election by the prosecutor's office.

"In connection with this, prosecutors of the Russian constituent entities have been instructed to set up working groups in which representatives from law enforcement agencies and governmental agencies will take part to prevent violations of law on elections in good time, organize cooperation with electoral commissions and to quickly assess and sum up the information about compliance with the law during the election campaign," the statement says.

In addition, the working groups will have to quickly inform the heads of the Russian Prosecutor-General's Office of the facts requiring investigators' involvement.

"Particular attention will be paid to preventing crimes that violate the established procedure for elections and other crimes committed by members of electoral commissions, registered candidates, governmental agencies, local administrations and NGOs," the statement says.

The Prosecutor-General's Office has set as one of the main tasks "registering and preventing extremist statements and public calls for destabilization of the social and political situation".

"In November the prosecutor's office will analyse the situation with compliance with the laws aiming to protect the polling stations, people, public places, education and culture institutions and life support facilities against terrorism," the statement by the Prosecutor-General's Office says.

Furthermore, prosecutors will personally accept citizens on an everyday basis during the whole period of the election campaign.
