Head Of Russian CEC Against Amending Electoral Laws Before March 2008

MOSCOW. June 17 (Interfax) - Chairman of the Russian Central Elections Commission Vladimir Churov has said that it is absolutely unacceptable to amend Russia's electoral legislation before March 2008.

"As for me, any amendments to the electoral legislation before March 2008 are absolutely unacceptable," Churov said in an interview with the Vesti Nedeli program on Sunday. The chairman also said that he "enforced taboo on discussing the issue."

Churov compared the situation with preparations for a world soccer championship. "This means the same as changing the rules before world's soccer championship.

Changes and amendments are usually introduced in the middle of the cycle, but in no way can they be introduced on the eve of the tournament," he said.

Asked about his management style, Churov said that he is a "liberal democrat in the direct meaning of the word."

"I am very kind and flexible. However, should one fail to complete the assigned task in time, my reaction will be natural: I have various levels of discontent ranging from soft to harsh," he said, adding: "There is a joke: I will kill before the elections."

The chairman promised to maintain successiveness at the commission. "I try not to spoil anything. And things I can do, I try to do in a better and swifter manner," Churov said, adding that the new composition of the CEC managed to reduce time span required to prepare for the elections.

The CEC will be fully ready for the State Duma electoral campaign approximately by August, Churov said.
